Administrator cannot approve applicants

one of our administrators still cannot approve applicants, although the box is checked offf in his roles/permissions. His name is Komrad Vinnieovich (trollhammer).

    The 'Troll Hammer' role needed the User -> Approve permission. I've checked that box and he's now able to see applicants.
