That may be the case. Thank you for confirming that it is not a forum bug. I will make an announcement considering it is irritating but harmless.

If it continues and the volume per-person is high (like they're getting a dozen or more in a day), let me know and I'll look into somehow limiting how many of those can be sent in short periods of time to prevent abuse.
