"Latest Discussion" Not showing when in nested subcategories

I have a few questions/issues I don't know how to solve.

I'll explain with an example below:


Local Talk (root)
**Coast Province
---General Chat
---Looking For
---Reviews
---Events
**Nairobi Province
---General Chat
---Looking For
---Reviews
---Events
etc etc etc


- I don't want people posting in "Coast Province", but I do want it to show up bolded (like a root category) when they scroll through the menu for categories when posting. How would I go about doing this?

- I want the latest discussion from the nested categories (general chat etc) to show up on my homepage under "latest discussion" next to the province categories, but nothing is showing. How do I change this?

- I'd like it if, when someone clicks on the Province categories, they get to see the subcategories in it on the next page, instead of only all the discussions that are there. How do I do this?

Howdy shedoesitall!

- Select "Display root categories as headings" under Dashboard -> Categories

- Comments in "child" (double-nested) categories won't show up on their parent category's Latest Post column.

- This would only be possible via a paid theme customization; this isn't currently an option you could implement.

I guessed it would need to be custom-made; have emailed the sales email address about pricing.
